As part of the meeting held in Agali village of Zangilan district with business entities that will operate in Jabrayil, Gubadli and Zangilan districts, which are included in the Eastern Zangazur economic region, information was provided to entrepreneurs about the state support applied in the liberated territories, including tax and other concessions, as well as the available investment opportunities of the region.

The event was organized by the Small and Medium Business Development Agency (KOBİA), initiated by the Special Delegation of the President of the Republic of Azerbaijan in Jabrayil, Gubadli and Zangilan districts, which are part of the Eastern Zangazur economic region. The event was attended by the representatives of relevant state agencies and over 50 entrepreneurs.

Speaking at the event with his opening remarks, Vahid Hajiyev, the special representative of the President of the Republic of Azerbaijan in Jabrayil, Gubadli and Zangilan districts, which are part of the Eastern Zangazur economic region, stated that the entrepreneurial foundations in Azerbaijan were laid by National Leader Heydar Aliyev. He also underlined that President Ilham Aliyev has set a maximum level target for restoration and construction works in the liberated territories and relevant tasks were assigned: "Currently, work in this direction is well underway. We are confident that the investments made by our entrepreneurs in these areas will speed up the restoration and construction works and will result in new job opportunities to further improve the welfare of the population who are set to return to the region. We are poised to lay out required premises for entrepreneurs to this end, as well as to collaborate with all partners. We invite entrepreneurs to take active part in the restoration and development of our liberated territories."

Taking the floor, Anar Aliyev, Deputy Minister of Labor and Social Protection of the Population, spoke about the incentives mechanisms and benefits for the workers and employers who have settled in the liberated territories. It was pointed out that the first "Smart DOST" service point was opened in Agali in May 2022 marking the beginning of the steps to build a modern social infrastructure and DOST services network in the liberated territories. Pursuant to the First State Program on the Great Return, DOST centers and branches, vocational training and rehabilitation facilities will be established in those areas from 2023 to 2026. Active employment programs are being implemented in the villages of Agali in Zangilan and Talish in Tartar, work is underway in ensuring the employment of residents, establishing farms and organizing vocational training as part of the self-employment program.

Natig Hasanov, the first deputy chairman of the Board of KOBİA, pointed out to the fact that there has been a growing interest of local and foreign businesspersons in the liberated territories, and that there have been many applications received from entrepreneurs to start business and invest in these territories. At the same time, he provided information on the activities of the SMB Friend in Agali village, the work done by KOBİA and support measures for establishing entrepreneurship in the region and securing self-employment.

Javad Gasimov, Deputy Chairman of the State Customs Committee, stated that the activities carried out to organize the activities of customs posts in the liberated territories, and drew attention to the development of the list of machinery, technological equipment and facilities, as well as raw materials for economic activity areas and goods nomenclatures whose import is exempted from customs duties in these territories.

As part of the event, representatives of the Ministry of Economy, Economic Zones Development Agency, State Employment Agency, Entrepreneurship Development Fund, Food Safety Agency and Azerbaijan Investment Company gave information about tax, social insurance, public utilities and other concessions intended for business entities seeking to start business in the liberated territories, Agdam Industrial Park, "Araz Valley Economic Zone" Industrial Park located in Jabrayil district, and addressed the questions from the entrepreneurs.
