The Small and Medium Business Houses (SMB Houses) is an organizational unit of the Small and Medium Business Development Agency responsible for coordination of services rendered by state bodies and private entities to entrepreneurs in the single space.
The purpose of SMB Houses is to ensure harmonized delivery of G2B (government to business) and B2B (business to business) services to entrepreneurs in the single space by implementing principles of promptness, transparency, courtesy, responsibility and comfort as well as applying a new approach and modern innovations. Apart from producing satisfaction, every service shall be provided in a lawful, qualitative and transparent way.
Currently, there are three SMB houses in Baku, Khachmaz and Yevlakh.
In accordance with Item 9.2 of the Decree of the President of the Republic of Azerbaijan of 26 June 2018 “ On ensuring the activity of the Small and Medium Business Development Agency of the Republic of Azerbaijan,” central and local executive and municipal bodies and public legal entities established on behalf of the government, including legal entities with controlling interest held by the government, shall provide small and medium businesses with services and legal documents entered in the G2B (government to business) Single Electronic Registry. In addition, until the Registry becomes operational, the “List of services to micro, small and medium businesses” shall be provided through SMB Houses.

On January 6, 2023, "Baku SMB House" was launched with the attendance of the President of the Republic of Azerbaijan. This is the 3rd SMB House that has been put into use for business.
In general, "Baku SMB House" offers more than 150 and more than 100 kinds of services are offered to entrepreneurs respectively by 29 state and 20 private institutions.
Entrepreneurs are encouraged to apply to "Baku SMB House" on business registration, obtaining licenses and permits, business plan drafting, access to concessional financial resources, tax, customs, connection to public communal services, banking, insurance and other related matters. A wide range of services on customs and import-export operations are offered in the International Trade, Development and Logistics Zone established in "Baku SMB House".
Moreover, the meeting, training, start-up, mediation rooms and conference hall established in the building will be at disposal of entrepreneurs.

Khachmaz SMB House, which is part of Agency, started its activity in 7 February 2020.
The Ministry of Economy and its agencies (State Tax Service, State Service for Property Issues, State Service for Antimonopoly Policy and Consumer Market Control, Entrepreneurship Development Fund, AZPROMO), the Ministry of Agriculture, State Customs Committee, Food Safety Agency (FSA), State Advertising Agency, Azerpost LLC, Azerigaz PU, Azersu OJSC, Azerishig OJSC, etc. provide about 150 G2B services, whereas private organizations such as banks, insurance, leasing, brokers provide about 100 B2B services.
The main advantage of Khachmaz SMB House is providing services to entrepreneurs in a single space, saving time and costs of entrepreneurs applying for services, transparent and operative organization of services, measurability of the service level.
At present, Customer Satisfaction on the services of the SMB House is 98%. Satisfaction of service level provided to entrepreneurs by Khachmaz SMB House is measured by an electronic system.
Prevent loss of time, Online Queue System (SMB queue) for entrepreneurs applying to Khachmaz SMB House was launched in 2020.
Entrepreneurs in the Guba-Khachmaz economic region can apply to Khachmaz SMB House for services related to entrepreneurial activity without applying to any agency.

Service center at service center of "Khachmaz SMB House" ("Food City" Agropark) of "Khachmaz SMB House" commenced its activity on August 15, 2024 and is the structural unit of Small and Medium Business Development Agency.
Business entities operating within the Guba-Khachmaz economic region may apply for services related to import-export operations either at the Khachmaz SMB House or at its service center situated in the city of Khudat.
At present, the service center primarily provides G2B (Government-to-Business) services to entrepreneurs through various state institutions.
As with other SMB Houses, the key advantage of this center lies in the provision of integrated services under one roof, enabling entrepreneurs to save both time and costs. The services are organized to ensure transparency, efficiency, and measurable service quality.
In order to prevent time loss and ensure efficiency, an online queue system ("SMB queue") is also applied for entrepreneurs who apply to the service center at the "Food City" Agropark of the "Khachmaz SMB House".

The Yevlakh SMB House was launched on April 8, 2021. This is the second SMB house that has been put into use by businesses.
The Yevlakh SMB House provides entrepreneurs with services on taxes, property matters, access to utilities, food safety, agriculture, advertising, postal services, and issuance of certificates of origin, licenses, and permits. Private companies are also provided with necessary business services such as banking, insurance, leasing, translation, and design. In total, 15 public and private organizations provide more than 200 services to entrepreneurs in the Yevlakh SMB House.
According to the concept of providing services to entrepreneurs in a single space, the Yevlakh SMB House also hosts an SMB Development Center (SMBDC), which arranges training for micro, small, and medium enterprises, startups, and those who wish to start a business, provides them with consulting and other services.
