One of the most important tools that boosts level playing field for the country's economy and ensure economic development is to tap into innovative projects through new ideas in certain sectors. One of the methods applied to realize innovative projects in Azerbaijan is the introduction of startup projects.


The Small and Medium Business Development Agency (KOBİA) award the authors of startup projects in Azerbaijan startup certificates. The rules for the issuance of certificates are specified in the "Startup Determination Criteria" approved by the Cabinet of Ministers. Pursuant to this document, persons applying to obtain a "Startup" certificate must qualify as  a micro or small business entity who is also a resident taxpayer, the share of founders who are medium and (or) large business entities in the legal entity must not exceed 49 percent, the product (service) must serve to gain income or profit and it mustb innovative driven initiative, additional value must be formed by organizing the existing production or service processes in a new form, additional value must be formed by applying new technology as well as its nature must be competitive. It is also of paramount importance that startup projects exhibit great deal of difference from other startup products.


People take more and more interest in startup projects in Azerbaijan. Currently, over 100 SMBs in the country are implementing projects based on "startup" certificates.


"Allin.Us" LLC is one of the SMBs implementing a startup project in Azerbaijan. According to Marziyya Mammadova, one of the co-founders and head of "Allin.Us" LLC, which was recently awarded a start-up certificate for its online survey platform, she wanted to create such a platform during the pandemic: "I was doing a research to find out how people could earn money during the pandemic. I also thought that people took many surveys. We decided to combine these two aspects and form an online survey platform, and we gathered required documents in a short time and submitted them to "SMB house". After all the documents were reviewed, we were given a start-up certificate in mid-September. Along with this assistance, KOBİA has also created a chat boxes for startups, where startups can collaborate with each other and inform other startups about their products and services”.


M. Mammadova said that they acquired detailed information on the market situation by conducting research first: "We collected detailed information on this matter and knew that there were many competing companies in the market. However, each of them has some sort of imperfection. Our platform is different from them and has no analogy. Even though all other companies conduct surveys, they do not summarize the results. Our platform differs in this regard because we report the survey at the end. Customers can get the information they need from this report. The report includes the information about the gender of the respondents, the fields of activities they are specialised in, and so on. This is very valuable information for customers. For instance, they want to investigate people of which gender shops the most in the market, or which hair care products are most often bought by shoppers. We can give proper answers to these questions of the customers."


The entrepreneur stated that any person and company are encouraged to benefit from the survey platform. By placing their requests on the platform, they can end their questions to the respondents through "Allin.Us" LLC. Questions regarding any topic shall be addressed here. To keep survey respondents interested in this process, they are also paid in the form of bonuses, that they can spend needed through an e-wallet”.


M. Mammadova highlighted the fact that they plan to further improve the platform in the future. The platform is currently tailored only for the Azerbaijani domestic market, but in the future, they intend to expand the platform in the direction of "freelance" to gain access to the international market: "The "freelance" platform for the Azerbaijani-speaking population is not developed yet, however job search ads are posted on employer websites. Specifically, as we have seen abroad, these platforms do not collect "freelancers" and help them with work. We believe that in the future we will develop a healthy platform for the Azerbaijani-speaking population. The respondents we hear information from in the survey could become our next "freelancers".


Furthermore, the entrepreneur underlined the fact that they plan to initially attract 100,000 dollars as an investment for their project. However, in general, they are considering investing 1 million dollars in the project: "This is a global platform. If we develop as we intend to, we can yield beneficial results both in Azerbaijan and in the international market. Although there are numerous such platforms abroad, language skills are required to benefit from them. Qualified workers without language skills cannot have any access to international market. That is why, we seek to create a local platform for such workers in Azerbaijan."
