Event held on the topic "Heydar Aliyev and the private medical sector"

Organized by the Ministry of Health, the Small and Medium Business Development Agency (KOBİA), with the support of the National Confederation of Entrepreneurs (Employers) Organizations of Azerbaijan and the "Association of Private Medical Institutions" Public Union, an event on "Heydar Aliyev and the private medical sector" and a meeting with the "Association of Private Medical Institutions" were held at "Baku SMB House" on November 29.


The event was held as part of the "Year of Heydar Aliyev" declared in our country on the occasion of the 100th anniversary of the great leader Heydar Aliyev, who played an outstanding role in the development of entrepreneurship in Azerbaijan, including the establishment of private medical business.


Within the scope of the event, the first meeting of the "Association of Private Medical Institutions" Public Union was held.


At the event, which was attended by the representatives of relevant state agencies and businesspersons operating in medicine, the present challenges facing the private medical sector and their solutions, as well as future development prospects, were discussed. Simultaneously, mutual views were shared on the activities of the newly formed "Association of Private Medical Institutions" Public Union.


Teymur Musayev, Minister of Health, who made opening remarks at the event, underlined that the national leader made exceptional contributions to the development of healthcare as well as many other aspects of the social-political, socio-economic life of the republic: "During the years when the Great Leader led independent Azerbaijan, he always supported private medical activities. The Law of the Republic of Azerbaijan "On Private Medical Activity" adopted on December 30, 1999 is the most obvious illustration of this. The law governs the relations between the private medical entities, establishes their rights and duties, and the organizational and legal framework of this activity."


The minister stressed that there are currently nearly 1,400 business entities in the private healthcare sector in Azerbaijan, of which 1,274 are outpatient and 110 are inpatient medical service providers: "The Ministry of Health supports and values the activities of medical personnel in both state medical institutions and private institutions." Teymur Musayev further added that the number of private medical institutions and entities involved in private medical practice has expanded as a result of the state support provided by President Ilham Aliyev to the field of entrepreneurship: "The Law of the Republic of Azerbaijan "About Public-Private Partnership" which was passed in December 2022, brings about numerous prospects for mutually beneficial activity among the healthcare system participants. Medical institutions have been equipped with a variety of qualified medical specialists as a result of the systematic measures implemented by the country's administration in the capital sector. State support for the private sector not only increases the number of business entities, but also improves control in this area.”


The Minister regards the establishment of the "Association of Private Medical Institutions" as a substantial step in terms of bringing private medical institutions together on a single platform and communicating various issues regarding their activities to the relevant central executive authorities in a timely and accurate manner.


Orkhan Mammadov, Chairman of the Board of the Small and Medium Business Development Agency (KOBİA) spoke about the Agency's support for the development of public-private dialogue, regularly organized meetings and public discussions to study the business entities` challenges and proposals, and the provision of services performed by public and private agencies to entrepreneurs in a single location - SMB houses.


Zaur Aliyev, Chairman of the Executive Board of the State Agency for Compulsory Medical Insurance, noted that the Agency's cooperation with medical business entities is growing year by year. According to him, within the scope of compulsory medical insurance, private hospitals require specialized medical equipment and supplies, as well as operations and treatment services that cannot be performed in state health institutions.


In his remarks at the event, Mammad Musayev, President of the National Confederation of Entrepreneurs (Employers) Organizations of Azerbaijan, underlined that the establishment of the private health care system was one of the most significant services rendered by the national leader Heydar Aliyev in the framework of reforms in the health care in Azerbaijan. According to him, President Ilham Aliyev, a befitting successor to the great leader, pays special attention to the growth of the healthcare system in Azerbaijan, while also making significant contributions to the establishment of competitive private medical institutions.


Vugar Gurbanov, Executive Director of the Management Union of Medical Territorial Units (TABIB), stated that the quality of medical care provided to the population has improved due to the large-scale reforms conducted in the health care, as well as the emergence of healthy competition between private and state medical institutions. This provides an incentive to the future development of our health care system.


Aygun Aliyeva, Executive Director of the State Support Agency for Non-Governmental Organizations, also expressed her insights at the event.


Gunel Aliyeva, Chairman of the Executive Board of the "Association of Private Medical Institutions" Public Union, informed about the activities of the association: "The association was established to ensure the protection of population`s health, increase in medical service opportunities and efficient organization, realization of sustainable economic development in this area, and expansion of cooperation between SMBs."


At the event, the film "Private health care" was screened, which was devoted to the service shown by national leader Heydar Aliyev and the President of the Republic of Azerbaijan Mr. Ilham Aliyev to the development of our national health care and their activities in this field.


In addition, round tables were held with the attendance of the representatives of the Ministry of Health, KOBİA and the Association of Private Medical Institutions, where entrepreneurs' questions were addressed and their proposals were heard.
