How is the decision to issue a "Startup" certificate made?

According to the "Criteria for Determination of Startup" approved by decision of the Cabinet of Ministers dated January 29, 2021, applications submitted by SMBs for the issuance of the "Startup" certificate are reviewed by the Expert Council. The council is composed of representatives from state institutions involved in the development of the innovation ecosystem and independent experts. The Expert Council reviews applications submitted to the Small and Medium Business Development Agency (KOBIA) for the issuance of a "Startup" certificate within 30 working days. and a decision on whether to issue or deny the certificate is made based on the council's assessment. It worth noting that the "Startup" certificate is a document that exempts SMBs from profit and income tax on revenues generated from innovative activities for a period of 3 years from the date that they receive the certificate.
