No. Because not all types of activity are subject to licensing. A license is mainly required for medical, education, construction and certain other fields provided for by legislation. We recommend checking, before starting business activity, whether a special permit is required for the relevant field of activity on the corresponding page of the “Licenses and Permits” portal (https://lisenziya.gov.az/). It should be noted that a license is an official document issued by the relevant state authority for carrying out a certain type of business activity. A state fee is provided for each type of activity subject to licensing. Licenses are issued for an indefinite period.
