Public Discussion Held on Draft Technical Regulations Concerning Energy Efficiency Requirements for Energy-Consuming Equipment and Devices

At the event, the significance of the draft technical regulations in terms of improving energy efficiency in the country, promoting the efficient use of resources, and strengthening environmental sustainability was emphasized, and the opinions and proposals of interested stakeholders were reviewed.

A public hearing and discussion were held at the Baku SME House, jointly organized by the State Service for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan and the Small and Medium Business Development Agency (KOBİA), regarding the draft technical regulations prepared by the Ministry of Energy of the Republic of Azerbaijan. These included “On the Energy Labelling of Refrigeration Appliances”, “On Ecodesign Requirements for Refrigeration Appliances”, “On Ecodesign Requirements for Air Conditioners and Comfort Fans”, “On the Energy Labelling of Air Conditioners”, “On the Energy Labelling of Light Sources and Separate Control Gears”, “On Ecodesign Requirements for Light Sources and Separate Control Gears”, “On the Energy Labelling of Cooking Ovens and Ventilation Systems”, “On Ecodesign Requirements for Cooking Ovens, Hobs, and Ventilation Systems”, “On Ecodesign Requirements for Household Washing Machines and Washer-Dryers”, “On the Energy Labelling of Household Washing Machines and Washer-Dryers”, “On Ecodesign Requirements for Vacuum Cleaners”, 

Presentations were delivered by Nazrin Mirzazada, Deputy Head of the Department of Standardization, Technical Regulation and Certification of the State Service for Antimonopoly and Consumer Market Control, and Rauf Taghiyev, Deputy Head of the SME Friend Department of KOBİA.

During the speeches, the essence of the draft technical regulations and the mechanisms for their implementation were explained. Their importance for increasing energy efficiency in the country, promoting the rational use of resources, and strengthening environmental sustainability was highlighted. Entrepreneurs were also encouraged to actively participate in public hearings and discussions and to submit their proposals.

As part of the event, a presentation was delivered by Orkhan Mammadli, employee of the Energy Efficiency Department of the Ministry of Energy of the Republic of Azerbaijan, covering the scope of the draft technical regulations, key safety requirements, their application in conformity assessment processes, and other essential aspects.

At the end of the meeting, a Q&A session was held, and the opinions and proposals of participants regarding the draft technical regulations were heard.

For information, the State Service for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan will continue its series of events aimed at ensuring active stakeholder participation in the development of technical regulations, including the organization of public discussions for other new national draft technical regulations.

Note: Within the framework of the “State Program on the Alignment of the National Standardization System with International Requirements for 2023–2025,” approved by the President of the Republic of Azerbaijan, 43 national draft technical regulations have been prepared by the relevant government bodies. Thirty-three of these draft regulations have been published on the official website of the Agency for public hearing and discussion for the purpose of collecting opinions and proposals (https://competition.gov.az/az/page/qanunvericilik/texniki-reqlament-layihelerinin-ictimai-dinlenmesi-ve-muzakiresi).
