According to the Decree of the Council of Ministers of the Republic of Azerbaijan dated December 21, 2018, on "New Criteria for the Classification of Micro, Small, Medium, and Large Enterprises, " entrepreneurs are classified into micro, small, medium, and large enterprises based on the average number of employees and annual income. The classification of SME is determined by the highest of these criteria. For example, if a business entity has 5 employees and an annual revenue of 250 000 manat. Here, the number of employees corresponds to a micro-enterprise, while the annual revenue corresponds to a small enterprise. In this case, the primary criterion is annual income, and the enterprise is considered a small enterprise.
