Azerbaijan has ranked 2nd among 139 countries in the “Entrepreneurship Policy and Culture” sub-indicator of the Global Innovation Index (GII). This indicator has been recognized in the report as one of Azerbaijan’s strongest positions among nearly 80 sub-indicators assessed.
Efforts to include data on Azerbaijan in the report and to improve its ranking under the “Entrepreneurship Policy and Culture” sub-indicator were implemented within the framework of the Working Group on “Corporate Governance, Investments, and Corporate Social Responsibility”, led by the Small and Medium Business Development Agency (KOBİA) under the Commission on Business Environment and International Rankings of the Republic of Azerbaijan. For this purpose, cooperation was established with the Global Entrepreneurship Monitor (GEM) platform, and the necessary organizational procedures were completed to enable Azerbaijan’s participation in the survey. The submitted data were accepted by the GEM platform and subsequently reflected in the Global Innovation Index 2025 under the “Entrepreneurship Policy and Culture” sub-indicator for Azerbaijan.
It should be noted that in the previous editions of the Global Innovation Index, no data on Azerbaijan were available for the “Entrepreneurship Policy and Culture” sub-indicator. This indicator is based on the National Expert Survey conducted by the GEM platform.
The Global Innovation Index, published annually by the World Intellectual Property Organization (WIPO), ranks countries according to their innovation capabilities and achievements. Covering the economies of 139 countries, the Index highlights their strengths and weaknesses in innovation. Since its inception in 2007, the Global Innovation Index has been regarded as a reliable source for assessing innovation performance, improving policy frameworks, and enhancing their effectiveness.
