On February 3, panel sessions were held within the conference dedicated to the results of the first-year year of implementation of the "State Program on socio-economic development of regions of the Republic of Azerbaijan for 2019-2023" at the Heydar Aliyev Center.

Mikayil Jabbarov, Minister of Economy, Sahil Babayev, Minister of Labour and Social Protection of Population, Safar Mehdiyev, Chairman of the State Customs Committee, heads of several executive powers, and entrepreneurs attended the Panel on Economy.

The panel session provided information on economic reforms implemented in the country, entrepreneurship, taxes, customs, protection of competition, employment and social protection. A meeting held in the context of mutual discussion, covered proposals on financing of investment projects of entrepreneurs, expanding access of small and medium businesses to concessional loan resources, privatization, export, licensing, application of tax and customs exemptions in import and other fields, as well as applications on the issues the businesses face.

The panel session on agriculture held discussions on use of advanced technologies in production and irrigation systems in the agricultural sector, impact of climate change on production, the role of entrepreneurship in expanding the production of environmentally friendly products, as well as efficient use of agricultural lands, subsidizing of re-sowing, certification in agricultural sector, and other topics.

Mukhtar Babayev, Minister of Ecology and Natural Resources, Inam Karimov, Minister of Agriculture, Goshgar Tahmazli, Chairman of the Food Safety Agency, Ahmad Ahmadzade, Chairman of the Azerbaijan Amelioration and Water Management OJSC, and Rustam Shahbazov, Deputy Chairman of the State Committee on Property Issues, expressed their views on issues of interest for entrepreneurs in related areas.

Panel Session on Infrastructure, held with the participation of Ramin Guluzade, Minister of Transport, Communications and High Technologies, Javid Gurbanov, Chairman of the Azerbaijan Railways CJSC, Saleh Mammadov, Chairman of the Board of the Azerbaijan State Agency for Automobile Roads, Vugar Ahmadov, Chairman of “Azerishig” OJSC, Gorkhmaz Huseynov, Chairman of “Azersu” OJSC, Ruslan Aliyev, Director General of "Azerigaz" PU, and representatives of other relevant agencies, reported on the work done, and ongoing projects in this area in 2019. At the meeting, the entrepreneurs requested to expand their involvement in infrastructure projects and the provision of services and public utilities.

Financial-Banking Panel Session was attended by Elman Rustamov, Chairman of the Central Bank, Fakhri Kazimov, Chairman of the Board of the Mortgage and Credit Guarantee Fund, Vugar Abdullayev, Acting Executive Director of the Deposit Insurance Fund, Samir Humbatov, Acting Chairman of the Board of the Entrepreneurship Development Fund of the Ministry of Economy, Mirza Aliyev, Chairman of the Agrarian Credit and Development Agency under the Ministry of Agriculture, representatives of banks, and businessmen. At the panel discussion, entrepreneurs touched on expanding access to financial resources, improving the collateral mechanism for the use of concessional loans, debt restructuring, the introduction of a more favourable currency regime in exports, provision of exemptions for initial processing equipment, liquidity and property valuation, and so on.

Panel sessions discussed entrepreneurs' proposals and answered their questions. Instructions were given on how to address a number of issues raised by business representatives, and it was noted that the proposals made will be investigated, and appropriate measures will be taken.
