"SME Policy Index" is determined every four years by the OECD by conducting a survey of Eastern Partnership countries. Questions on the electronic platform were answered by the relevant state agencies to determine the "SME Policy Index" for Azerbaijan for the next stage. The questions include digital economy, insolvency and recovery, SME skills, institutional regulation and business environment, public procurement, standards and regulations, internationalization of SMBs, implementation of innovations, support of SMBs and start-ups, human capital in the field of entrepreneurship, access to financial resources, role of SMBs in the "green economy", etc.

"SME Policy Index" is a tool that allows assessing the process of developing and implementing the policy on SMBs in comparison with the countries of the European Union and other leading international practices. Developed by the OECD in cooperation with the European Union, the European Bank for Reconstruction and Development and the European Training Foundation, the assessment has been conducted since 2012 across five regions, including the Eastern Partnership countries.
