The state institutions and businesspersons shared their opinions on works carried out for the improvement of the legislation on entrepreneurship at the event held with organization of the Public Board under KOBİA.
With support of the Small and Medium Business Development Agency (KOBİA) and National Confederation of Entrepreneurs (Employers) Organizations of the Republic of Azerbaijan and with the organization of the Public Council under KOBİA, a public discussion regarding the impact of legislative reforms aimed at supporting entrepreneurship on the business environment was organized at “SMB House”.
Opinions on current entrepreneurship legislation, the impact of reforms in this field on business environment and innovations considered were shared and related questions of event participants were addressed at the event held with participation of the members of the Parliamentary Committee on Economic Policy, Industry and Entrepreneurship, related state institutions, representatives of business associations and businesspersons.
The chairperson of the Public Council under KOBİA, Farhad Garashov, informed on activities of the Public Council in previous year, stating that 7 public discussions, meetings and other events had been held with the participation of more than 500 entrepreneurs in 2023 with the organization by the Council. Also in 2024 it is considered to hold a number of events and meetings with the participation of SMBs with the support of the Public Council under KOBİA.
The chairperson of the Parliamentary Committee on Economic Policy, Industry and Entrepreneurship, Tahir Mirkishili stated that he was holding regular meetings with businesspersons and business associations to track the impact of laws adopted by the Milli Majlis and changes made to them on entrepreneurs, that today’s public discussion was also a favorable platform for hearing opinions and proposals of entrepreneurs.
The chairperson of the Board of KOBİA, Orkhan Mammadov noted that as the entrepreneurial activity keeps pace with the modern challenges and new requirements should also be reflected in the legislation. It was stated that interested parties should participate more actively in the process of the adoption of new laws and improvement of existing acts. Recently adopted laws “On state procurements”, “On arbitrary”, “State-private partnership”, the Competition Code will contribute to the development of relevant areas and entrepreneurship by regulating new directions of activity. Also, amendments administered upon customs, tax codes as well as other regulatory documents which either directly and indirectly impact the entrepreneurial activity are steps aimed at securing sustainability of reforms in this field and development of the business environment. Only in 2023, opinions and proposals were made by KOBİA to about 240 draft regulatory documents. Currently, the works for preparation of new regulatory acts related to the entrepreneurship and for the improvement of the legislation are continued.
