Violation of the rules of use of river channels causes an environmental problem

Employees of the State Agency for the Use of Mineral Resources, organized by the Small and Medium Business Development Agency (SMBDA), met with entrepreneurs engaged in quarrying in the Imishli region.


The meeting was attended by employees of the Ministry of Ecology and Natural Resources, the Small and Medium Business Development Agency, relevant representatives of the Ministry of Economy, representatives of the Amelioration and Water Management OJSC, Imishli District Executive Power and quarry owners.


AZERTAC's regional correspondent reports that during the meeting, the operators' questions on the legal basis of the quarry's activities were answered. It was noted that the main purpose of the meetings is to educate entrepreneurs engaged in quarrying about the legal norms in this area and to get acquainted with the problems they face, and to listen to each of them.


During the exchange of views, the Agency's specialists brought to the attention of operators the rules of operation and legal regulation of mineral deposits in a question-answer format. Azer Shukurov, Deputy Chairman of the Board of the State Agency for the Use of Mineral Resources, said that the current issue covers not only the territory of Imishli, but also quarries operating in river basins throughout the country. The goal is to educate entrepreneurs. The main issue is that in order to operate as a quarry in river basins in accordance with the law, it must have the consent of three government agencies - the Ministry of Ecology and Natural Resources, the Ministry of Emergency Situations and the Amelioration and Water Management OJSC. Once all three bodies have received an appropriate opinion, the quarries can start operating without damaging the riverbed.

However, during the observations, hydrological problems arose in many quarries due to the violation of the principles of operation and, consequently, the change of river flow.


As a result of such quarry activities, it can be said that the Araz River is no longer in place, and large lakes formed as a result of anthropogenic activities and the saline water collected in the area are a serious threat to the surrounding flora and fauna. The main task now is to prevent this. The purpose of the meeting with entrepreneurs is to establish the principles of operation in accordance with the law. The main principle of the quarry is to use renewable inet materials without changing the course of the river. Because rivers are fed by groundwater, and if that bottom layer is damaged, the river water begins to feed groundwater, which is a very dangerous environmental problem.
